This is the sixty-second (62nd) of the monthly series that Elizabeth “Libby” Pollard answered your questions regarding Parliamentary Procedures. The answers are based on Robert’s Rules of Order Newly Revised – 10th Edition (RONR).
Withdrawal: motion not pending
A motion was laid on the table. Later, during the same meeting, with no business pending, the sponsor asked permission to withdraw the motion.
Was the request in order?
Would the request have been in order after adjournment, that is, at a later meeting?
Opinion: The request to withdraw was not in order unless the motion was first taken from the table. The motion had been temporarily disposed of by the assembly and, in order to be withdrawn would have to be brought back to the assembly before the expiration of the time limit of the motion to lay on the table. In an organization meeting as often as quarterly, that would be before the end of the next session.
The above opinion is from the Parliamentary Opinions (American Institute of Parliamentarians) by Virginia Schlotzhauer, William J. Evans and John R. Stipp.
